功率因数与力率电费的关系详解

国家水利水电部于1983年12月2日下发的水电财字第215号文件中规定:鉴于电力生产的特点,用户用电功率因数的高低对发、供、用电设备的充分利用、节约电能和改善电压质量有着重要影响。为了提高用户的功率因数并保持其均衡,以提高供电用双方和社会的经济效益,特制定本办法。功率因数的标准值及其适用范围:功率因数标准0.90,适用于160千伏安以上的高压供电工业用户(包括社队工业用户)、装有带负荷调整电压装置的高压供电电力用户和3200千伏安及以上的高压供电电力设备。160kVA及以上用户功率因数应达到0.9以上,用户功率因数大于标准的减少其当月电费,低于标准的增加其当月电费。关于力率电费的的计算方法,国家规定如下,首先根据用户当月所消耗无功电量与有供电量的比值(低压计量用户,须分别加上有功变损和无功变损后再求比值),计算出用户功率因数的大小,然后对照国家颁布的《力率调整电费增减查对表》(见附录),得出用户当月电费总额增减百分数,正为增加电费,负为扣减电费。举例:例一、用户变压器为S9-315KVA,采用高压计量,月平均利用率为60%,则补偿前,高压电能表实抄有功电量Wp为:136080KW·H,高压电能表实抄无功电量Wq为:120011kVar·H,由此计算得来,功率因数正切值tan213646=0.88,可得功率因数角12001141.4。从而得知,补偿前功率因数为cos0.75。对照《力率调整电费增减查对表》得出调整百分数为:7.5%。按照平均电度电费为0.6元/KW·H,则该用户当月电费总额为:基本电费+负荷用电电费+力率电费,即:(315*23+136080*0.6)*(1+7.5%)=95560元,其中力率电费(功率因数低造成的罚款)为:88893*0.075=6667元。罚款数额颇大。现在,我们要把无功补偿装置投上。QCP总(tan1tan2)QC:需要的补偿容量:平均负载率0.7-0.8P总:系统最大有功负荷功率(取总容量的0.9)2:补偿后功率因数角1:补偿前功率因数角由cos10.75得141.4,再得tan10.88;cos20.95得218.19,再得tan20.33;得QC0.753150.9(0.880.33)116kKvar

也就是说,此用户需要增加120kVar的电容补偿装置,功率因数可以达到0.95。这个时候,假设用户有功电量不变,依旧为136080KW·H,再对照《力率调整电费增减查对表》得出调整百分数为:-0.75%。所需缴纳电费为,基本电费+负荷用电电费-电费奖励:(315*23+136080*0.6)*(1-0.75%)=88226元,奖励电费为:88893*0.75%=667元。同比补偿前所交电费95560元,这个月只有88226元,节约了7%左右的电费。例二、用户变压器为S9-630KVA,采用高压计量,月平均利用率为60%,则补偿前,高压电能表实抄有功电量Wp为:272160KW·H,高压电能表实抄无功电量Wq为:239500kVar·H,由此计算得来,功率因数正切值tan2395000.88,可得功率因数角41.4,从272160而得知,补偿前功率因数为cos0.75。对照《力率调整电费增减查对表》得出调整百分数为:0.75%。按照平均电度电费为0.6元/KW·H,则该用户当月电费总额为,基本电费+负荷用电电费+力率电费,即:(630*23+272160*0.6)*(1+7.5%)=191119元,其中力率电费(功率因数低造成的罚款)为:177786*7.5%=13333元。现在,我们要把无功补偿装置投上。QCP总(tan1tan2)QC:需要的补偿容量:平均负载率0.7-0.8P总:系统最大有功负荷功率(取总容量的0.9)2:补偿后功率因数角1:补偿前功率因数角由cos10.75得141.4,再得tan10.88;cos20.95得218.19,再得tan20.33;得QC0.756300.9(0.880.33)234kKvar

也就是说,此用户需要增加250kVar的电容补偿装置,功率因数可以达到0.95。这个时候,假设用户有功电量不变,依旧为272160KW·H,再对照《力率调整电费增减查对表》得出调整百分数为:-0.75%。所需缴纳电费为:(630*23+272160*0.6)*(1-0.75%)=176453元,奖励电费为:177786*0.75%=1333元。同比补偿前所交电费191119元,这个月只有176453元,节约了近7%的电费。由可见,添加合适的补偿装置不仅可以节省十分可观的电费,对变压器的运行环境和使用率都有很大的提高。需要注意的时候,以上计算过程只适用于高压侧计量的现场。目前,我国相关规定中称,在考核用户的功率因数时,通常是考核变压器一次侧的功率因数,所以大部分用户的计量点都是在高压侧。但是不排除,小企业为了节约配电设备经费,将计量点安装在低压侧。这个时候,在计算力率电费的时候,要把变压器的无功变损和有功变损计算在内。附录

说明:无功/有功=比值,即将当月实用无功电量与倒送的无功电量两者的

绝对值之和,除以当月有功电量所得数值,即可在表中找出当月的用电功率因数,同时在电费增减栏内查出相应的电费增减百分率。
